Lacey Act Update: Publication of Phase VII Expected Imminently
International Wood Products Association has received a grant from USDA-APHIS to create and share training on the next phase of the Lacey Act Declaration for free to all industries that trade in plant or any plant products. APHIS passed along WPMA as one that is either currently or will soon be covered by the Declaration requirement. Essentially, anyone importing any plant or plant product is covered by Lacey; under the next phase of the Lacey Declaration, expected to be released in the first half of 2024, almost every industry except paper producers will be expected to file a Lacey Declaration with APHIS. In an effort to educate industries not as familiar with the Declaration, the grant requires us to create training and provide it totally free of cost to anyone taking any of our Lacey Act educational programs. IWPA currently has on-demand online classes available now, with in-person classes available in June 2024 in both California and North Carolina.

Our industry was the first covered by the Declaration requirement in 2009 so we have quite a bit of experience with the Lacey Act.
